Corrected references to loading .Net stuff in packages latino, crossbee, lemmagen and added settings to textflows_dot_net

Unified import_dotnet.py, serialization_utils.py, objectPprint.py and moved them to single to single location under textflows_dot_net.

Corrected minor bug in auto_import_packages: if there were no packages to backup (e.g. new database without any packages) then aouto_import_packages failed as it couldn't create a backup. Existing workaround was using --nobackup option.
